Your Telegram is received. I think I will not buy the Mattrasses at the price named.

This will go by the hands of Bt. Maj. Camp. He appears like a good officer, & perhaps it will be best to station him at Elizabeth City.

Nothing new here except that the County Court has begun whipping negros.

If Gen. Ruger has not forbid it tomorrow, I shall telegraph to Washington on the subject.
