Bureau of Refugees, Freedmen and Abandoned Lands,
Headquarters Ass't Commissioner, State of North Caroline, Raleigh, N.C., April 13th 1866.

Capt Seely
Mr. Oliver & Mr. Mason have just called again about your office. How I don't understand the situation, & don't wish to interfere. You have full authority from Gen Howard thru me to pay a reasonable rent for the office, & I think it may hereafter be got out of the Q. M. Dept. Of course the most economical arrangement must be made.
Mr. O- professes to need his office & stable. If you can get a suitable place elsewhere, I have of course no objection. But the whole business is in your hands: if you and Mr. O- cannot agree as to price, you might refer it.
Yours
E. Whittlesey
Asst Comr.
