Bureau of Refugees, freedmen and Abandoned Lands,
Headquarters Ass't Commissioner, State of North Carolina,
Raleigh, N.C., April 13th 1866.

Capt.
An officer, Lieut. Allison has just reported & I have assigned him to you. You can keep him at New Bern to investigate the Fitz affair & then assign him where he is most needed. I suppose Kinston.
If the evidence of guilt is very strong it may be best relieve Mr. F. at once; but unless there is danger of further wrongs, I should prefer to let him stay till the result of the investigation is reached.
Yours truly
E. Whittlesey
Asst. Comr.
