Lewis Randolph and Simon Johnson, colored men, have been keeping a Billiard Salon and Bar for some few months past. Simon Johnson has been know to me for several years, and Lewis Randolph has been recommended to me by persons in whom I have great confidence. I have no hesitation in saying therefore that I regard them as entirely fit persons to be allowed a license for the above stated objects.

Having been indicted for following their occupation when in no default (having applied several times for license) I think a proper case for the interference of the Bureau of Refugees Freedmen & Abandoned Lands.
