Bureau of RF&AL
Head Qrs Eastern District N.C.
Newbern June 15th 1866
Respectfully forwarded to Col C.A. Cilley AAG calling his attention to the enclosed paper containing all of previous endorsements from this office and from the Asst Commissioner.
The property is still in use by the officers of the Bureau
Dr. Masters has, I believe, been pardoned but a more vindictive, bitterer Rebel than he does not exist in this State and he uses not the slightest caution to hide his feeling. He has cursed most of the officers here, and his talk is of the most vulgar character. While conversing with me upon the subject of restoring his property the terms Damn Liar, Damn Yankee &c were several times used and should such conduct occur again I shall feel myself called upon to kick him out of my office.
