Colonel, 

Yours suggesting changes in Sub. Dists & stations of officers was received. I was in hopes that the services of our officer could be entirely dispersed with at Roanoke Island. Could it not be so - or is it likely soon to be so.  Again if McKillop were relieved at Trent settlement and it annexed to Dist of New Berne could Coats attend to it properly in connection with his claim branch. he complains now that he cannot give the latter the attention it should have.  Please post [[?]]. By orders from the Commissioner changes in our organization are necessary and changes of some officers will have to be made, and I am collecting data to work on, so that when Gen Robinson returns which we hope will be soon, it can be done at once
