Respectfully returned to Brevt. Maj. Gen'l. C.B. Fisk with the information that Mr William Bonner Jr. of Lincoln Co. brought the Freedmen within referred to Tullahoma from Chattanooga and calling at my office stated that he wished to make contracts with them as soon as possible so as to hold them; and wished to know if a 'Contract drawn by me would be binding.' I told him it would and by his direction proceeded to execute the same. I have made contracts here for Freedmen to go to Nashville and other places supposing it within my legitimate province so to do. I have no desire to interfere with the prerogative of my other Supt or Agent and respectfully submit that I have not done so in this instance.

Respectfully returned to Mr Nicks. General Fisk directed Capt Drouillard to act as he did about the Freedmen at his furnace.. Under the then existing circumstance it was the best that could be done.
