No. 1 Helena, Arkansas August 10, 1865 Brig. Genl. C.B. Fisk Dear Sir I have learned that Rev. J.R. Locke, late Chaplain in the U.S. Army, seeks a position in the "Freedmans Bureau." I have pleasure in certifying to his qualifications for such a field of labor. Mr. Locke is a man of unblemished Character and incorruptable integrity. He has had large experience as "Superintendent" of Freedmen in the Army. Any position you may be able to confer upon him or any influence exerted on his behalf will be worthily bestowed.
