In reply to your communication of the 22'nd. inst. I will state that Circular Letters have been issued from this office to the different Sub. Dist Officers directing how reports should be made out in compliance with Circular Letter No 6. dated H'd. Qrs. Asst. Com'r. B.R.F. & A.L. Raleigh N.C. Jan 9'th. 1866, which as follows
Report of Outrages by Whites against blacks and byy blacks against whites on the 10'th. and 25'th. of each month a Tri monthly Report is also required by this Circular Letter for Rations issued to Refugees & Freedmen, but as the issues all go through Lieut McQuigg who keeps an account and reports them here, there is no record of you making that Report.
