I would most respectfully and earnestly represent; that previous to Majors Wickersham and Mann being relieved from duty in this District those officers when on duty here; Maj Wickersham as Ast. Supt. of this Sub. Dist; comprising the Counties of Brunswick and New Hanover; and Maj Mann, as Quartermaster; each of these officers were allowed one Clerk, and I was allowed two clerks in my own office. By orders issued by Bvt Maj Genl Ruger, dated May 21st, I was directed to discharge all clerks employed in this District, with the exception of one in my own office, and since then all the duty formerly employing three officers and four clerks, have been performed by myself, one other officer, and one clerk, and consequently all my time is occupied in performing a Clerks duty, and I find it almost impossible to devote any time to
