Dear Sir
Washington Hall (Freedman) complains that about a month ago he was arrested on a charge of Stealing Brass, was placed in Jail one day. After an examination before Justice Connolly, no proof appearing against him he was discharged. He says that he was obliged to pay $2.00 Jail fees, or remain in Jail, after he was heard innocent. I have consulted several lawyers here, who inform me that there is no law by which a man can be compelled to pay Jail fees, whose discharge is ordered on account of want of proof. I would therefore respectfully request that the amount of $2.00 illegally collected from this man be returned to him
