Colonel-
I have the honor to request information on the following point.
Are all persons of Color who were slaves, and who without having been legally married, were cohabiting together as husband and wife on the 10th day of March 1866, married to each other by the time of the act concerning negroes and of color or of mixed blood:? Can persons of Color who when cohabiting together as aforesaid, but who have since separated without registering their marriage as required by the said act, legally contract marriage with other parties.
