Colonel:
I have the honor to submit the following case for the consideration of the Asst. Com'r. Caroline Wooster (Colored) the mother of the children referred to: being dissatisfied with my action.
On the 3rd of July Mr. John Jones came to my Office with two children (Colored) named David, aged 12 and Caroline, aged 10, and wished me to bind said children to him as apprentices. Mr. Jones, - who is a man of high character and position in the community, stated to me that he had formerly owned the Mother of these children, and had every reason to believe that he was their Father as well as the father of two other children now with the Mother. He stated that the Mother, Caroline, had left his place some time previously, leaving all the four children behind and had taken up with a Colored man named Wooster, to whom she was now married. That early in the month of March last, Caroline, the Mother, had appeared before Col. Beadell, then Supt of this District, and
