Sup't of Robson County also endeavored to get the child and was unable to do so - I enclose herein Lieut. Tiptons letter - I then sent a guard to take the child, but when they arrived at Mr Russells place the child had been secreted and could not be found. 
All the papers in this case have passed through the office of the Assistant Commissioner of this State and the last endorsement on them from your office is dated April 28th.

The parents of the child are unable to stand the expense of law proceedings and I would recommend that Mr. Russell be arrested for kidnapping the child and compelled to give it up. The threat contained in his letter that he will have the child apprenticed to him by the Court at its next Session will I have no doubt be carried out.  I have directed Lieut Tipton Ass't Sup't of Robeson County to resist the application of Mr Russell before the Court for the apprenticing of the said child.

The statement in Mr Russell's letter that the parents of the child are worthless, idle, and unfit and unable to take care of it, are untrue
