I have the honor to enquire if Transportation and Subsistence will be furnished to loyal refugees and freedmen to either of the states named in the "Homestead Act," in order to enable them to make an entry of land under said Act. Or if the party must have already entered the land in order to entitle him to Transportation there. From enquiries I have made, I believe that there are a number of persons who would like to avail themselves of this Act, but who have not the means to undertake a journey to the place where the land must be entered.
