I have the honor to request that transportation be furnished to Joe Caster and his wife Ann, Freedmen from this City to Richmond Va. These people are sick and come within the meaning of Circular No 2, April 10th/66. They came from Clark 
Co Alabama and paid their way as far as this place when their money gave out, they are on their way to their children who live in Richmond. If they remain here I believe they will have to become permanent inmates of the Hospital
