The nature and amount of the business for the asst Supt. of the Sub Dist of Wilmington require the assistance of a clerk. There is probably more business brought before the officer in charge of this Sub Dist than before any other there

I think the character of the Bureau often suffers on account of the impossibility of one officer unassisted attending promptly to all the interests and complaints brought before him.
