On all such subjects the commissioner can only give general instructions local specific regulations must be made by the respective Asst. Commn'r- Gen'l Whittlesey will therefore under such decision in this case as may be consistent with Genl Howard's Circular Letters, notifying Mr. R. of the decision of the Bureau, to specific instructions in this case can be issued by the Bureau

The endorsement of Genl Howard on this paper appears to gave been barred on the statement of Bvt. Maj. J. Cullamen that the buildings had been turned over by order of the District Commander. Genl Whittlesey will release agent Maj. Mann to make a full explanation and report in this matter and appears from the Endorsement of Col Rutherford that no such order can be found  These papers to be returned with report. By order of Bvt.
