Inquires of Bill James (col'd) supposed to be confined in Jail at Wilmington  See Letter Book p. 494. | Shff Off. N.H. Co. Wilmington Sept 13th 1866.  Respectfully referred to Bt Brig Gen. Rutherford, the within named person was committed to Co Jail under a civil writ, quare Clausum frigit, at the suit of Daniel Russell Esq, returnable to Fall Term '66. Damages $200. failing to give the necessary "Bail Bond" is the reason of his being incarcerated (Sgd) Sam R Bunting, Shff. per R.S. Rancliff D.S.  See p 6 |

This man "Bill James went to Mr. Daniel Russells place in Robeson Co with an order from me to get his child, that had been bound to Said Russell by this Bureau, and the Indentures afterward cancelled on part of fraud by Russell in obtaining them. He is now confined in jail here on a charge of trespass and being unable to give Bail will  See p7 |

This is a case of great hardship, this man x was acting at the time under an order from me, and Mr. Russell might as well have the Soldiers arrested who went to look for the children that he had kidnapped.
