Rockingham Richmnd County &c April 11/67 To, the Principal Freedmen Bearau } Wilmington NC My D Sr I notice, that the Secty of War has been empowered, through your Beaureau, to issue supplies to the needy, to prevent starvation and [[?]]. You are respectfully informed, that the greater portion of Richmond County, and percentage in and around our village are and have been in the greatest need for the failure of the last years crop, has occasion under [[?]] destitution in our midst, very few being able to help the needy, and unless assistance be procured & that too speedily, suffering is inevitable, among both white & Black Very respectfully Yours Wm.
