Chief of Bureau

Sir. Enclosed you will find a Contract between Samuel Hill & J.T. Jordan, who lives at Magnolia on Wilmington & Weldon R.R. Also an order given to S. Hill by the Bureau sometime ago which has proven to be of no benefit to him  I have offered myself as agent for S. Hill. He tells me that he has been unjustly treated by Mr. J.T. Jordan. I would like for yo to order them to trial, and decide the deficulty.

I am opposed to negroes being thus treated as I think it give them a just cause to steal.
