For months past complaints in an unofficial shape have continually reached me which I believe had just foundation that many robberies & other outrages were of frequent occurrence in the Counties you mention, to wit; Duplin, Sampson, & a portion of New Hanover & also in Onslow, Craven, Greene, Pitt & Johnston, but the difficulty has been in every case  as in the report of Col Rutherford, that I could not learn the names of any one of the persons committing these outrages. It has not been alleged that any justice of the peace, has refused on complaint made to issue a warrant for the apprehension of the Offender, or that any ministerial officer has exhibited any unwillingness to execute such a warrant.
