Officer of the State, who has exhibited neglect or even indifference as to the performance of his duties the case has not reached any ears. The trouble is all confined to the fact that the Civil Authorities are not furnished the names of any party alleged to be guilty.

If you think the presence of your troops here will embolden the parties wronged to expose the malefactors I shall be gratified to have you send them. While they are here their presence will doubtless be a terror to these evil doers, and I am therefore pleased with your decision of it but I am not in possession of any facts tending to show either defect in the law, or remissness on the part of the authorities. I shall heartily co-operate with you as I trust will every other officer of the State Government in any lawful means of capturing and bringing to punishment these disturbers of the public peace.
