Its having come to the notice of the Commissioner, that many complaints have been made by Agents of the Bureau R.F. and A.L. of the insufficiency of the salaries allowed them. I am directed by him to request, that hereafter Assts Commissioners will take measures to replace all persons employed by them, who make complaints of this kind, and report the same to these Head Quarters.

Many requests for employment, the writers of which, are strongly recommended by gentlemen of character and influence, are on file at this office, and worthy and capable men, can be procured to fill the vacancies made by a compliance with the above request.
