Point Caswell - Newhanover County
North Carolina 26th August 1868

Gen. Allan Rutherford
Sir,
The matter being still unsettled in relation to the Freed boy claimed by Mr. C.Z. Costin I will drop you a few lines that your attention may be more fully called to it: you will find by the record of the court, the boy has been bound for a term of years upon the usual terms: and that this obligation on The part of Mr. Costin gives him every advantage required by the law now in force and controlling such cases --The boy is under quite a bad character acquired as I have been informed, from the injurious influence of his step-father - If you can aid in the premises so far as drop a line saying that you will turn the matter over to the authorities whence Mr. Costin derived the power to hold him as an apprentice or work boy, the time designation in the indenture, you will greatly oblige,
Most respectfully your obt svt

R. Beverly Frayson

N.B. Will you be as kind as to ask Major Man
