Respectfully returned to Col. Jacob F. Chur, A.A.A. Genl. with the recommendation that Capt Rutherford be authorized to expend $350 in the erection of a school building at Magnolia Duplin County, as that seems to be the only eligible locality in the county where a school could be organized. In case this money is expended, the Freedmen should give proper security that the school will be maintained
