Captain:
  I have the honor to acknowledge the receipt of your communication of 7th. inst. in reference to closing dispensary. 
  The action taken is by direction of the Commissioner, after mature consideration. 
  It is not considered necessary to hire a medical Officer for the Asylum: if necessary medicines can be furnished the institution.  Furthermore, if the authorities organize a hospital at or near Wilmington, the Government will assist to some considerable degree, in furnishing and supplying it with medicines.
