General:

I have the honor to represent to you that Ms. Geo. Hathaway of Bristol R.I. has pledged ($500) Five Hundred Dollars towards erecting a public School Building at the "Brewer Orphan Asylum" in New Hanover Co. N.C. for the use of the sixty colored orphans now in the Asylum, and from seventy-five to one hundred more in the immediate neighborhood now waiting for the privilege of a free school.

I would further represent, that a building required for such a purpose whose frame work is now on the ground cannot be erected & finished short of an expense of twelve hundred dollars ($1200.

The immediate necessity for such a building both for the Asylum & the surrounding neighborhood induces me to ask the Bureau for an appropriation of seven hundred dollars ($700) to accomplish the work.  I would further represent, that there is
