Captain:-
I am directed by the Asst. Comr to say that he understands that you were cognizant of the arrival of a large quantity of arms in Wilmington and of the distribution of the same, and of which you failed to make any report. This course on your part he considers extremely reprehensible, and meets with his decided disapproval. Had the fact been officially reported in time to have prevented the distribution of the arms, much excitement and alarm would have been avoided, and perhaps averted serious consequences.
