Captain,
I write to notify you that in response to your petition to the Asst. Comr. of Mar. 2:68, I have rec'd authority to pay a monthly rental of $10.00 for the school building for Freedmen in Whiteville Columbus Co. Will you have the kindness to furnish me with the name and P.O. address of the person to whom the rent is to be paid, that I may be able to forward it when due?
