Clinton Sampson County NC January 7, 1868 Coln Allen Rutherford Commd'g Bureau Wilmington NC. Dear Sir, I have the honor to acknowledge the receipt of your letter by Isam Brewer (colored) as regards improper treatment exibited towards him by Stepson. J King and Noah Carr (white) citizen of this County. The facts are as follows - Isam Brewer and his brothers were arrested under a states warrant, issued by Magistrates of the County and placed in the care of a legal officer to apprehend the parties for stealing dogs out of a pen in the immediate yard of Abram Brewer (white) a very poor man. They visited the house of Isam Brewer and requested him to go with them to a Magistrate to make the matter properly investigated, and if emanant, he would be discharged. He refused and his wife became unrapid and swore she would use violent means towards them, if an attempt was made to arrest her husband, which she did and one of the party slapped her lightly with the back of his hand which she sustain no injury in the least form. The wife of Isam violated the law and in return one of the party (King) lightly did the same in self defense. The Magistrates who have the whole matter
