Wilmington N.C. 17th. Nov. 1868.

Sir,
I notified you some weeks since that I intended applying to Genl O.O. Howard for the restoration of the property belonging to the Estate of Alexr. MacRae Sr. - formerly used as a hospital - withheld by you as Agt F.B.&A.L.

In answer to that application I was informed that Genl. H. promised to send you orders for its return, and not hearing anything from you upon the subject, I renewed my appeal - and am today informed that orders to restore the property were forwarded from the Department on 28th Octr., and that, after selling the buildings according to law, you were instructed to adjust my claim for rent.

Will you please inform me if you have ever received such infraction, and if so when you propose to comply with them.

Very respectfully
Yr. Obt. Svt.
