Whiteville, Columbus County - N.C - April the 15th - 1868

Genl Rutherford,
Sir I was requested to make the fowlowing report to you from a freed [[strikethrough]] man [[/strikethrough]] woman by the name of Harriett George. Relative to a girl child of hers who was bound out against her will by Lieut Quigg to Mrs Elsy George. Said Harriett went to the parties to see if she could get her child and she was driven of. She said Harriett George then made applications to the Sheriff who said that he could do nothing until he heard from you - giving him orders what to do now if he havent made any report about it to you we want you to let us know what can be done. The child of the said Harriett is between 10 & 11 years old and she is getting no compensation for it we cant state [[strikethrough]] what [[/strikethrough]] precise when the child was bound out but think it was in 1866 in the spring
