Dear Sir,
In the absense of W. Alvard, I have the honor to reply in part to yours of the 27th inst. I send you a copy of the proposed plan made by Gen. Howard to aid the Associations sending teachers. His assistance contemplated will be given by paying rent for school buildings occupied by the Associations, and these payments will be made by the Disbursing Officers in the several States.

Your report of the educational interests in the State is very encouraging, and gives reason to hope for a good years work.
