Bureau of Refugees, Freedmen and Abandoned Lands,
Office Superintendent of Education,
Raleigh, N.C., August 21st,, 1868,

Capt: Allan Rutherford.
A.S.A. Comr. Bu R.F. &c.
Wilmington N.C.

Dear Sir.
I desire to select in your District one or two schools for an appropriation from a Fund which is to be placed in my hands, to afford aid to such as cannot sustain a school for Freedmen. Will you please make an investigation of such in your District and report to me at your earliest convenience.
Give me the name of the School, also name of Teacher, Post Office address, and number of scholars.
I want one such School as it is my design to scatter aid through the State. I think it advisable to see a position favorable to the greatest number of Scholars.

Yours Respectfully
H. C. Vogell.
Supt: of Education.
