Respectfully returned with the information that while on duty at this place I bound six children firstly to Mr Robinson Boykin under the following circumstances. The mother of three of them was dead and the mother of the other three was absent and had been from the time the U.S. Troops took the County. It was not known if she was living or not. The children were all in a very rugged and deplorable condition and had no one to care for them.

Subsequently I ascertained that Mr. Boykin was not treating them kindly and after giving the matter a careful investigation I bound the whole six to Captain James Wright who has the reputation of being a kind hearted man I presume that three of these are the ones to whom you allude

The matter was brought before Lt. Echelberry just before he was mustered out and I made the same statement to him when he refused to have any thing to do in the matter and concluded (and I am of the same opinion) that it was a scheme of Menkins to get labor without expense
