Nazis Turn Peaceful Holland Into "Land of Terror." Fund Needs $500,000.

Holland is one of the little nations, a "low country" that it was apparently easy to overrun. Peaceful, law abiding, with no warlike aspirations, really no natural facilities for making war, it is now a land of terror. "Continuous terror" best describes the life of the Netherlander both in Holland and the East Indies. Families are torn apart. Acorns, thistles and leaves are part of the daily diet (this in a land long famous for rich dairy products  and the "fat of land in general." Either co-operation with the Nazis or evacuation to distant regions faces Hollanders today. Men and women accused of listening to prohibited broadcasts have been shot by the Japanese (in the East Indies).
Queen Wilhelmina of the Netherlands is a courageous woman, who realized in time that she could best aid her people by getting out of her country and enlisting the aid of the Allies. Having arrived at an age that might seem compatible with a nice armchair beside the fire, she is riding around in bombers, continuously working for the good of her country. The Queen Wilhelmina Fund, Inc., is the organization in the United States upon which rests the responsibility of giving all the aid possible to Holland and the Dutch East Indies. The allotment agreed upon is $500,000.
The purpose of the Queen Wilhelmina Fund is to solicit, collect, remit and disburse funds for medical aid, food and clothing, and to distribute the same to relieve suffering and distress and otherwise promote the well-being of the population of the Netherlands and its refugees and stranded citizens in other countries. Aid is being given now in Great Britain, America, Australia, Indian prisoners and Dutch military men in German prison camps.
 American interest in Dutch relief has a concrete foundation - the Dutch are our allies in this war, the Dutch East Indies gave their all[[bold]] in the war against Japan, the Dutch gave us time to prepare our own Pacific defense. The Dutch people, always having been peace and freedom loving, are now victims of vicious aggressors, with practically all their empire in the hands of the Axis powers. The Dutch Merchant Marine, approximately 2,000,000 tons, is still carrying supplies to the United Nations, manned by approximately 20,000 Dutch seamen, who help protect us today.

The courage of the "indomitable Dutch" is truly remarkable; they will fight to the bitter finish; they are determined to regain their homeland, and to see honesty and justice rule the universe again. Whatever we can to aid them will come home to us again, like bread upon the waters.

Following are the By-Laws that govern the organization:
ARTICLE I
Name 
The name of this organization shall be the
YORK COUNTY WAR AND WELFARE FUND
ARTICLE II
Purpose 
The purpose of the organization shall be to raise and distribute funds for the various local and national agencies which are members of the Fund. The organization shall exist for the duration of the war and as long thereafter as its membership shall consider necessary.
ARTICLE III
Membership 
The charter membership of the Fund shall be composed of the members of the Executive Committee of the York Welfare Federation, two representatives of the York Federation of Trades Unions, two representatives of the York County Industrial Union Council, and a local representative of each of the following National War Relief Agencies: British War Relief Society, Greek War Relief Association, Queen Wilhelmina Fund, Navy Relief Society, Russian War Relief, Inc., War Prisoners Aid Committee, United China Relief and U. S. O. Additional members may be admitted by majority vote of the then existing membership.
ARTICLE IV
Meetings 
The members shall meet bi-monthly in regular session and as often as necessary in special meeting upon call of the President.
Quorum 
Fifty per cent or more of the membership shall constitute a quorum.
ARTICLE V
Management 
The management of the Fund shall be vested in the organization itself. It shall have power to do those things which are necessary to conduct the campaign for funds and to distribute these funds in accordance with agreement made with the several member agencies.
ARTICLE VI
Officers 
The members of the Fund shall elect from among their number a President, a Vice President and a Treasurer, who shall serve without pay and whose terms of office shall be at the pleasure of the members. The members shall also elect a Director and Secretary and such other help as may be found necessary at salaries commensurate with their duties.
ARTICLE VII
Budgets 
Each participating member agency in the Fund shall present its budget request which will be passed upon by the entire membership which shall have the right to alter by formal vote. For this purpose the York Welfare Federation shall be considered as one agency. 
In case of undersubscription of the total budget, all agencies shall be paid on the same percentage of loss and in case of oversubscription of the budget the amount shall be placed in the surplus fund and shall be spent under the jurisdiction of the members of the fund for emergency purposes if and when they arrive. 

The Relationship of the Welfare Federation to the York County War and Welfare Fund 
The Welfare Federation retains its identity as heretofore, but does not conduct a separate campaign for funds. It is now one of the members of the War and Welfare Fund, similar to the War Time agencies. Just as each War Time agency presents its budget to the War and Welfare Fund so does the Welfare Federation present its budget as a whole for inclusion in the total budget for all agencies.

How Local Budgets are Determined 
The Welfare Federation functions as heretofore, through its own Budget Committee. This is a committee of seven members, only three of which can be members of the Executive Committee, the History of York Co. War Chest-2 others represent the general public, including organized labor.
Each agency appears for a hearing before the full Committee, presenting its receipts and expenditures for the last two years, plus a forecast of the budget for 1943. The Committee then meets again and determines finally the various budgets. 
In most instances this year the Committee has deemed it wise to reduce budgets wherever possible. None have been increased. The local agencies recognize that sacrifice for the tremendous war efforts facing us is necessary, and have acquiesced in the decreases. 
The York Hospital will not receive any supplementary funds from the Hospital this year. Its finances are in excellent shape. It has been operating at more than 100 per cent capacity, and its percentages of free service is at an all-time low. The Hospital remains a member of the Federation and when supplementary funds are again needed it will be free to present its budget claims.
There is a reduction of $41,595 in the Welfare Federation agency budgets of 1943 over 1942. This amounts to 27 per cent. For 1942, the total budgets were $156,018.00. For 1943, they have been reduced to $114,423. Such a large percentage of decrease is unusual. No similar case in any other city has come to our attention.

How War Time Agency Budgets are Determined 
There are literally scores of War Time agencies coming to the public for funds. No local committee has the facilities or knowledge to sift the worthy from the insignificant. This job has been done by a national committee composed of Community Chest and Council members, C.I.O. and A.F. of L. representatives. This group sat in New York and interviewed the representatives of the War Time agencies. Their programs were reviewed and decisions made as to their national budgets. Some were definitely rejected.
Then came the problem of allocating the national budgets to states and the state budgets to communities. By using fourteen factors such as income tax, social security and wage payments, manufacturing output, retail and wholesale trade, etc., a percentage was given to each State. Pennsylvania's percentage of the total of $75,659,000.00 is fixed at 7.58%. York County's quota is one tenth of the national goal, or approximately $75,000.00.
These figures serve as guides only and can be changed to suit local conditions. The York County War and Welfare Fund Budget committee used this national formula as a guide.

The USO clubhouses are second homes to the men of the armed forces. Even a fighting man's pet is welcome. Besides well-stocked libraries, the clubhouses have facilities for recreational purposes—pool tables, table tennis, auditoriums for dances and plays and rooms set aside for the men's favorite hobbies. To maintain more than 600 clubhouses and units adjacent to military camps and naval hoses, the USO is campaigning for $32,000,000.


Subscriptions Outside of Greater York 
As the York Hospital is not included this year, the people living in the County are being asked to contribute only to the War Time agencies. The County Division subscription blanks read to this effect.

Subscription and the Income Tax
As about every subscriber will be paying income taxes this year, it is well to observe that money paid to the York County War and Welfare Fund is deductible. Up to 15 per cent of an individual's income may be deducted for contributions to charity.
Corporations may deduct up to 5 per cent. 
Contributions will thus not cost individuals or corporations as much as the face value. In the upper brackets of both, the government is actually paying a substantial portion.  

Why the York County War and Welfare Fund Should Appeal to Every Person in York Co.
1. It is set up and operated on the national pattern, approved by the President of the United States, the leaders of business and both branches of organized labor.
No organization exists today which has more universal commendation and endorsement.
2. It is registered with the President's War Relief Control Board Registration No. C-283.
This means that periodical reports must be made to this Board on the regulation forms. 
3. It is the American way of voluntary giving for humantarian causes both local and world-wide. It stands in startling contrast to the beastly philosophy of the totalitarian states, with all of which we are now at war.
4. It is the symbol of a nation and a community united in all its segments not by legal edict, but by the common sense of each individual's dignity and responsibility.
5. The greatest lasting satisfaction to anyone in life comes from that contribution or sacrifice made which he did not have to make, but which he made because somehow he felt it was the thing any free American citizen should do.
Although it may hurt at the time of decision it is something no one ever will be ashamed of having done.
