three stages of progress before the final goal would be reached: a frist [[first]] stage of military rule, asecond [[a second]] stage of political tutelage, and a third stage of constitutional government. The Kuomintang, of which Chiang Kai shek is now a leader, grew out of a federation of old anti Manchu secret societies, and is politically the only legal party in China. Its function, however, as envisioned by Sun, was to prepare for its own destruction when the times for full democracy had come: to serve as a gnoverning [[governing]] body, as trustee [[trusted]] for the people, only until such time as they were ready for universal suffrage. And now we have arrived to the third stage , for on the Newyea r [[New year]] days message by Pre. Chiang. he told the people that we will not have to wait till the end of the war to establish a constitutional government, that the people of China is ready right now. The National Peoples Congress, which would have convened Nor. 12 1937 to ratify a Constitution, had to be postponed because of war, but will be able to act [[strikethrough]] this [[/strikethrough]] now. This Constitution entitles all Chinese citizens of 20 years of age including wemen [[women]] to the right to vote , and a Bill of Rights [[strikethrough]] g [[/strikethrough]] guarantees freedom of speech, press and assembly.

Closely linked to this democratization of the government system is of caurse [[course]], the drive against illiteracy. The war has stimulated this drive , providing convenient agencies for the work, & the people, feeling that knowledge is another weapon against the enemy, are eager to learn. So every army group, every cooperative, every refugee camp has it teachers &  learners.
