I forward herewith an application for a permit to travel to Woodstock, New York.

I have no prior permit to return to you. The last permit issued to me I did not use, and when I informed you by letter dated March 17, 1944 that I would not use the permit you asked me, by a notation which you made on my letter, to return the permit to you. I did so by letter dated March 20th. On the face of this letter you acknowledged the receipt of the permit.

I enclose my letters of March 17 and March 20th showing these facts.
