I, A.G. Hawkins, a resident of Wilmington County, N.C., am personally acquainted with Pompey Waddell, destitute Freedmen, who resides in Brunswick County, N.C., and state, to the best of my knowledge and belief, that he by reason of age and sickness is unable to maintain himself, and  ... no friends to assist him, and is an object worthy of charity from the government.
