I, William Watters, A resident of Brunswick County, N.C., am personally acquainted with Mike and wife Peg. (Harris), two destitute Freedman & woman, who reside in above County, N.C., and state, to the best of my knowledge and belief, that they are unable to maintain themselves, and have no friends to assist them, and believe them worthy of charity from the government.
