Sir, 
By the Act of Congress organizing this Bureau, it is required that a report of the operations and an exhibit of all accounts of the Bureau must be made. To do this it is necessary for the Superintendent to be furnished with a full and clear exhibit of the business of the office of each Asst. Supt. and Agent, which reports must be prepared with great care.

I am directed to request you to furnish these Hd. Qrs. with complete statistics as to issue of rations to both whites and blacks — manner of punishing Crime and securing justice among freedmen — the result of the free labor system as it has been applied — the form of contracting with freedmen and the way in which all parties have observed such Contracts — the manner of executing State laws — the number of claims presented by discharged soldiers and the number collected.
