C., NOT LATER THAN THE FOLLOWING DATES- (a) July 9, 1940, if received from States other than those named in (b) below. (b) July 12, 1940, if received from the following States: Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, Wyoming. This additional period is granted (because of the longer time required in transit) for receipt of applications from persons actually in the States named in (b) at the time of filing application. __________ The United States Civil Service Commission announces an open competitive examination for the position named above to be held at any of the places listed hereon. Vacancies in this position in the field, and vacancies in positions requiring similar qualifications will be filled from this examination, unless it is found in the interest of the service to fill any vacancy by reinstatement, transfer, or promotion. The salary named above is subject to a deduction of 3½ percent toward a retirement annuity. Employment lists.-Permanent employees in the classified service will, upon earning a passing mark in this examination, have their names placed upon a separate list of eligible Government employees, which list may be certified separately to fill appropriate vacancies in accordance with the civil-service rules. Duties.-Under direct supervision of the supervisor on duty in the airway traffic control center, to stand regular watches, maintain contact by telephone, interphone and teletype with air carrier, military and other aircraft dispatchers, with airport radio stations and with Civil Aeronautics Authority communications stations, for the purpose of receiving from ground stations information concerning the movement of air traffic within the control area of the airway traffic control center (the control area of each airway traffic control center averages approximately 1,100 miles of civil airways), noting and posting such information in accordance with prescribed procedures; to furnish to the aircraft operator or radio station concerned, instructions, advice, and information as directed and authorized by the supervisor on duty as to the conditions under which the flight of an aircraft may be commenced or continued in safety insofar as known air traffic conditions are concerned; to calculate the speed of all aircraft flying within the control area of the airway traffic control center, revising estimates of time of arrival over various radio fixes and correcting these estimates as further radio reports indicate changes to be necessary; to prepare necessary flight plans, flight progress reports, and arrival reports concerning the movement of aircraft within the control area of the center, forwarding such data to the appropriate aircraft operator or radio station; to plot on a chart positions of aircraft as required, based on information received by the center concerning aircraft flying within its control area; and to follow and maintain accurate check of the movement of all aircraft flying within the control area of the center, coordinating and correlating such data so as to serve as the basis on which necessary instructions may be issued to pilots of aircraft for the purpose of minimizing the hazard of collision between aircraft inflight, and to prevent unnecessary interference with or delay to flights. Note.-The duties of the position, as described above, are concerned directly with the safety of human life in transportation by air, and are exacting and responsible. Eligible are required whose experience qualifications, moral character, sobriety, and general fitness are beyond question. Applicants whose experience or personal qualifications are found, upon confidential inquiry, not to be such as could contribute to the establishment and maintenance of safe and efficient service will not be accepted for this examination. Basis of ratings.-Competitors will be initially rated on the subjects listed below, which will have the relative weights indicated. In Subject 2, competitors will be rated on the extent and quality of their experience relevant to the duties of the position, and on their fitness, such ratings being based upon competitors' sworn statements in their applications and upon corroborative evidence. Experience and fitness------------------------- 70 ___ Total------------------------------------- 100 If conditions permit, an oral examination will be given to a sufficient number of competitors in the order of their standing to meet the needs of the service. Adjustments may be made in the initial ratings under Subject 2 in accordance with the evidence secured for the record s a result of the oral examination. Ratings required.-In Subject 1, nonpreference competitors must attain a rating of at least 70, competitors granted military preference a rating of at least 65, excluding preference credit, and competitors granted 10-point preference a rating of at least 60, excluding preference credit. In addition, all competitors must attain in the whole examination an average rating of at least 70, including preference credit, if any. Time required.-Approximately 3 hurs will be required for the examination in Subject 1. Statements concerning qualifications will be verified by the Commission; exaggeration or misstatement will be cause for disqualification. APPLICANTS MUST POSSESS THE FOLLOWING QUALIFICATIONS 1. They must be citizens of the United States on the closing date for receipt of applications specified in (b) at the head of this announcement. Foreign-born applicants who meet the citizenship requirement must furnish proof of United States citizenshy8ip before they will be eligible for appointment under civil- service rules. 2. Experience.-Applicants must show that they have had, within the last 3 years, experience as specified in (a), (b), (c), (d), or (e) below, or in any time- equivalent combination thereof, or they must show that they possess either of the optional qualifications prescribed in (f) or (g) below: (a) One year of experience as certificated aircraft dispatcher for a scheduled air carrier; (b) Two years of experience as a station manager for a commercial air line, at an airport at which such airline schedules more than two flights daily (experience which has been principally that of a station agent, or traffic agent, selling transportation for aircraft travel will not be accepted as meeting this requirement); (c) Two years of experience in the operations office of a scheduled air carrier in a position requiring duties of a general- operations nature, with a substantial degree of responsibility for aircraft operations; (d) Two years of experience as certificated or military or naval airport traffic-control tower operator (no certificate required prior to July 1, 1938); (e) Two years of experience as a commissioned or noncommissioned officer directly associated with military or naval aircraft operations, with a substantial degree of responsibility for the preparation for, control and supervision of, military or naval aircraft flights; or
