CIRCULAR FOR THE INFORMATION OF PERSONS DESIRING APPOINTMENTS AS OFFICERS, AVIATION CADETS OR NURSES, OR ENLISTMENTS IN THE UNITED STATES NAVAL RESERVE

UNITED STATES NAVAL RESERVE

PART I. GENERAL INFORMATION

The Naval Reserve was created and established as a component part of the Navy by the Naval Reserve Act of 1938. It is composed of citizens of the United States and of the insular possessions of the United States, who by appointment or enlistment therein, or by transfer or assignment thereto, obligate themselves to serve in the Navy in time of war or during the existence of a national emergency declared by the President.
The purpose of the Naval Reserve is to provide a force of qualified officers, nurses, and enlisted men who are available for immediate mobilization in the event of a national emergency, and who, together with active and retired personnel of the Regular Navy, can effectively meet the needs of the expanding Naval Establishment while an adequate flow of newly trained personnel is being established.

RANKS, GRADES, AND RATINGS ALLOWED

There are allowed in the Naval Reserve the various ranks, grades, and ratings corresponding to those in the Regular Navy, but not, however, including the grades of vice admiral and admiral. In addition, there are allowed the grades of aviation cadet and merchant marine cadet.

PROMOTIONS OF OFFICERS

In time of peace qualified and eligible officers of the Organized Reserve and Volunteer Reserve (general service), may be promoted up to and including the grade of lieutenant commander, in the order of their seniority, to fill authorized vacancies. 
Qualified and eligible officers of the Volunteer Reserve (special service) may be promoted up to and including the grade of lieutenant commander when it has been determined that their mobilization assignments warrant the higher grade.
Qualified and eligible officers of the Merchant Marine Reserve may be promoted up to and including the grade of lieutenant commander when the length and character of their duties on board active vessels of the American Merchant Marine, or on shore, are such as to warrant the higher grade.
No officer shall be initially appointed in the Organized, Volunteer, or Merchant Marine Reserve in the grade or rank of rear admiral, captain, or commander, nor promoted to such grade or rank, except upon recommendation therefor by a selection board.

PAY, ALLOWANCES, AND COMPENSATION

Members of the Naval Reserve when employed on active duty, or on training duty with pay, receive the pay and allowances prescribed for reserve officers in the Joint Service Pay Act of 1922. These approximate closely the pay and allowances received by corresponding ranks, grades, or ratings of the Regular Navy of the same length of service. 
Members of the Organized Reserve attached to organizations thereof receive compensation for attendance at drills, equivalent instruction, or duty or appropriate duties they may be ordered to perform, on the basis of one-thirtieth of the monthly base pay of their grades, ranks, or ratings, not to exceed $10. Such compensation and compensation limits are increased by 50 per centum for officers and men who perform aerial flights in the capacity of pilots duly prescribed as a part of their training, for any quarter during which not less than 4 hours of such flying has been performed.
The number of Naval Reservists of all classes of the Naval Reserve which may be trained annually is dependent on the amount of the appropriations for this purpose.
When funds for the payment of active-duty pay and allowances are insufficient to authorize training duty with pay, Reservists may at their own request, be ordered to training duty without pay or allowances, when facilities are available.

THE FLEET RESERVE

The purpose of the Fleet Reserve is to provide an available reserve of ex-officers and ex-enlisted men of the Regular Navy who may be utilized without further training to fill billets requiring experienced personnel in the initial stages of mobilization.
Appointments of officers in the Fleet Reserve will not be made until such time as they may be authorized specifically by the Bureau of Navigation. However, former officers of the Navy may be appointed to fill vacancies in the other classes of the Naval Reserve for which they may be qualified.
Enlisted men are procured for the Fleet Reserve by-
(a) Transfer thereto after 20 years' naval service.
(b) Transfer to or enlistment in the Naval Reserve, if honorably discharged after 4 or more years, naval service.
