   (4) In order to establish permanency of duties, applicants serving on board ship shall have been employed in present capacity for at least 3 months immediately preceding appointment. Appointing officers will consider, when making initial appointments, the character of the license held by the applicant, the records of his service, and character references of the 3-year period immediately preceding his application. The following table shows the authorized ranks for appointments of Merchant Marine officers serving in the deck and engineering department on merchant vessels.

   (5) For the purpose of assigning rank, engineer officers employed on vessels of 10,000 indicated horsepower or over are considered to be employed on passenger vessels of over 12,000 tons displacement. Where the horsepower of a vessel is given as brake or shaft horsepower, such figures shall be multiplied by the factor five-fourths to obtain the equivalent indicated horsepower.
   (6) The qualifications for appointment of medical officers and supply officers in the Merchant Marine Reserve will be governed by the provisions pertaining to special service officers and meet the requirements concerning Medical and Supply Corps Officers, respectively.
   (7) Appointments in the Merchant Marine Reserve of persons employed on shore in connection with the seafaring profession to fill a specific billet in the war organization will be considered for ranks appropriate to such assignment from candidates whose age, experience, professional attainments, and civil position justifies such appointment.

MERCHANT MARINE CADETS

    Appointments of merchant marine cadets will be in accordance with such special instructions as may be issued by the Bureau of Navigation. Students at the State Nautical schools of the States of California, Massachusetts, New York, and Pennsylvania, and Cadet Officers serving on vessels under the United States Maritime Commission are eligible.

PART III. INFORMATION REGARDING APPOINTMENT AS AVIATION CADET AND FLIGHT TRAINING LEADING TO COMMISSION IN THE UNITED STATES NAVAL RESERVE

GENERAL REWUIREMENTS FOR APPOINTMENT

Candidate must:

   (a) Be a male citizen of the United States.
   (b) Be not less than 20 years of age nor over 27 years 
       at the time of appointment as aviation cadet.
   (c) Agree to remain on active duty 4 years, including 
       period of training at Pensacola, unless sooner 
       released by the Navy Department. If applicant is a 
       minor, written consent of parent or guardian is 
       required.
   (d) Be unmarried, must not previously have been 
       married, and must remain unmarried until the 
       expiration of 2 years from the date of entering 
       upon active duty undergoing training at Pensacola, 
       unless sooner released from such duty by the Navy 
       Department.
   (e) Agree to maintain flying efficiency so far as is 
       practicable by associating himself with a naval 
       aviation unit after completion of training and 
       active duty.
   (f) Be educationally, morally, physically, and 
       psychologically qualified for appointment as 
       aviation cadet, in accordance with prescribed standards.
