1. Communicate with the Boston and Washington Airway Traffic Control Centers by inter phone, and make necessary arrangements with air carrier dispatch personnel in order to disperse aircraft from the danger zone, or ground aircraft at the closest suitable landing area.

2. If it is anticipated that the affected aircraft can not be dispersed from the area, or grounded within the specified time limit, the center conserned should request authorization from the New York Airway Traffic Control Center for continued operation of radio ranges deemed necessary to accomplish the evacuation or aircraft from the area. The New York Airway Traffic Control Center will forward this request to the New York Army Information Center for approval, and will immediately relay the reply to the center or centers concerned. 

3. New York Airway Traffic Control will then forward the air raid warning message to the New York Communication Station, indicating excepted ranges, and this message will be transmitted in accordance with instructions previously issued. (See Regional Circular 1C-33.)

4. Airway Traffic Control Center personnel should immediately notify the New York Airway Traffic Control Center when traffic has cleared those ranges for which continued operation authorization has been requested. Upon receipt of this information, New York Airway Traffic Control personnel will request the New York Communication Station to transmit an SSS air raid warning, notifying the appropriate stations to cease operation. 

5. Upon receiving the "All Clear" signal, CAA liaison officers in Army Information Centers shall transmit such information immediately to the CAA liaison officer in the New York Army Information Center, who in turn will relay the message to the New York Airway Traffic Control Center for further action. 

6. Upon receipt of the "All Clear" message, New York Airway Traffic Control personnel will notify the following agencies in the order give: 
(a) New York Communication Station
(b) Airway Traffic Control Centers affected
(c) Air Carrier operators
(d) Any other agencies concerned

Inasmuch as the fore-going outlined procedures affect the handling of air carrier aircraft, it is suggested that appropriate action be taken to acquaint personnel with the actions set forth in these procedures.
