2-914. No Observation Reports.— In case an observation is not made or not received at point of transmission prior to the time of filing the report, a "no observation" report is filed, consisting of the following: 

(a) Station designator. 
(b) Time, on a 24-hour clock Eastern Standard Time basis (ship stations will use Greenwich Civil Time.)
(c) Reason for no observation, using one of the following words:

Example: "CX05 PICO" would indicate that no pilot balloon observation was made at Cheyenne at 5:00 a.m., Eastern Standard Time, due to low clouds.

NOTE: when observations have been attempted and data for one or more standard levels have been observed the above words are not used, but a coded report transmitted for the levels actually reached.
