During the past several years, there have been a number of amendments, changes, and so forth, in the CAR governing the certificating of air line pilots, including route competency ratings. Many questions have come up recently relating to the status of the certificates of line pilots on active duty. In response to an inquiry on the subject to C.Z. German, Assistant General Counsel for the CAB, we received the following letter, dated June 4, 1942, which appears to be quite complete although it doesn't stay very close to the subject of keeping air line transport certificates in effect during the war. It is nevertheless quite informative and should be read: 

"Your secretary in your Washington office has advised me that you desire to know what air line pilots who are to military duty will be required to do in order to obtain a re-issuance of their certificates and their route competency ratings upon their return. 

"In reply to those questions I submit the following:

"(A) Pilot Certificates.

"1. Renewal. Under the present existing regulations, air line transport pilot certificates expire at the end of 6 months (section 21.24).In order to renew the air line transport pilot certificates, application must be made within 45 days prior to the expiration of such certificates and a satisfactory showing must be made that:

(a) The pilot has had 10 hours of solo flight time within the 6 month1 period preceding any flight (section 21.250(a)).

(b) The pilot must have had 5 hours of instrument flight within the 6 months1 period preceding any flight (section 31.251(b)). 

(c) Within the 6 months immediately preceding any flight the air line pilot must meet the physical requirements for his grade of certificate by passing an examination give by an authorized air line medical examiner of the Administrator or in lieu of each alternate physical examination, the pilot may submit evidence satisfactory to the Administrator that he has within the preceding 15 days met at least the physical requirements prescribed for his grade of certificate by passing a physical examination prescribed by the air carrier by which the pilot is employed (section 21.400).

(d) The pilot must have in his possession a medical certificate from the Administrator or other evidence satisfactory to the Administrator that the pilot has met the physical requirements for his grade of certificate and such medical certificate must be carried by the pilot while piloting aircraft (section 21.401)
