It was decided by the C.E.C to eliminate the ATA Kitty Hawk insignia. The council did overlook, however, that this insignia was also included on the cap decorations and on certain other garment decorations having to do with the ATC over-all uniform arrangement recommended by ATA.

Anyway, additional complaints continued to pour into Headquarters, and I had another meeting with General George on Monday, February 8, and he said if the air line pilots would work up a complete new set of uniform decorations and send them to him, he would personally take the matter up with the Adjutant General and see if he couldn't get this whole mess cleaned up with one stroke.

Now the whole problem is in our own laps, and in addition to the hundred-and-one other things we have to do, we must design a set of decorations for the uniforms of pilots flying in government contract operation, both foreign and domestic.

As soon as we have several layouts made up, it is my idea to submit them to all of our councils and see if we can't arrive at some uniformity of opinion as to what these decorations should be like. When this has been done I shall transmit the agreed-to recommendations to General George, who promises that such recommendations, if they are reasonably suitable, have a good chance of being adopted in toto.

In the interim, the ATC has informed me that many of the pilots who are flying in Government Contract Operation and wearing semimilitary uniforms are, militarily speaking, "out of uniform."

According to General George, the proper pilots' uniform decorations for government contract flying are briefly as follows:

|Sleeve braid.|For pilots and supervisory ground personnel, black braid on the sleeve.|
|Wings for flight crew members.|The wings for pilots, an enlargement of the (Q.B.) wing; and for other flight personnel, one-half the wing.|
|Insignia.|Flight crews and supervisory ground personnel wear a disc insignia on the shoulder loop.|
|Lapel emblem.|The blue embroidered hexagon-shaped emblem with the letters "ATC" are worn on each side of the lapel of the blouse.|

|Buttons.|Buttons are of plastic materials and have the letters "ATC" thereon.|

|Headgear badges.|If the overseas cap is worn, all personnel wear the Kitty Hawk material|
