That the runaway had been resurfaced with some sort of sealing material, apparently a petroleum product: and 

That the runaway traction and braking action as a result of the heavy rain, pools of water, and resurfacing material, was of unknown quantity;

That the control tower has no way of knowing of any changes in the physical aspects of the field or runaways as they may occur at any time, 1.e. snow, 100, breaking conditions, and large pools of water on the runaways in use, etc.; and

That there is a decided tendency to "overshoot" at Burlington; and 

That a common cause for poor brakes developing at any time is air in ten brake hydraulic system; and

That air in the brake system can occur at any time; and

That there is no evidence of brakes functioning normally after the airplane "touched down" on the runway, i.e. wheel skid marks.

As a result of these facts, on behalf of the Air Line Pilots Association, Intermation, it is recommended:

That the North-South runway be lengthened to more fully comply with section 61.7123 and 61.7124 of the Civil Aeronautics Regulations so that the hazard of landing to the North at Burlington be minimized if not completely removed; and

That while the present project of lengthening the North-West-South-East runway is in progress the work of lengthening the North-South runway should be started and completed at the same time; and

That a study should be made of the approaches to all of the other runways to ascertain if any other landing hazards exist.

I would like at this time to restate that the pilots of Colonial Airlines would be glad to participate in any studies that the Civil Aeronautics Board may care to conduct with regard to removing any of the hazards that exist at Burlington Airport.
